New EU PPWR Regulations Take Effect; Compliance Guidelines For Exporting Packaging Bags To The EU Are Here!

In February 2025, the EU's Packaging and Packaging Waste Regulation (PPWR) officially came into effect and will be fully implemented in August 2026, imposing strict sustainability requirements on packaging bags exported to the EU.

Key compliance points to remember: ①Mandatory standards for recyclability: Except for a few exempted materials, packaging bags must have a recycling rate of over 70%. Starting in 2030, an A/B/C classification system will be implemented (A grade 95%, B grade 80%, C grade 70%), and products with a recycling rate below 70% will be banned. ②Hard targets for reduction: By 2030, packaging usage will be reduced by 5%, and the void ratio of e-commerce and transport packaging must not exceed 50%, and unnecessary excessive packaging will be prohibited; ③Recycled material ratio: Plastic packaging bags should have a minimum of 10%-35% recycled materials by 2030 and a maximum of 65% by 2040; food contact PET packaging should have 50% recycled materials. ④Hazardous substance restrictions: Total content of heavy metals such as lead and cadmium ≤100mg/kg, and PFAS content of food contact bags must meet strict limits.
